...or this, depending on which mask you want:

Get some cardboard and bend it into the curved shape of the forehead. Tape it in place with masking tape. Add two pieces of cardboard on the sides that lead down to the cheek bones. Make two curved parts for the cheek bones and attach them to the two parts previously mentioned. Make a triangular shape for the nose. Attach it to the cheek bones. You should have your eye sockets in place. Make a slightly curved, tapering rectangular piece for the jaw and mouth. Attach it to the nose and cheek bones.

Get scrap paper/newspaper and crush it. Tape that onto the brows, nose, cheeks, eye sockets, mouth, and chin. Make two wads of taped paper and tape them into the eye sockets for the eyes (if you want to see out of the mask, ignore that step). Use almost any type of paper to paper mache over it. As a binder for the paper, you can use elmers glue, watered-down elmers glue, wheat paste, or just any light glue. Wait for it to dry.

Spray paint it white. Use acrylics for highlighting the parts that stick out, darkening the folds in the chin, coloring the eyes, the lips, and the swirly cheeks. Spray over it with a clear coating.
