For hygienic reasons, shouldn't health workers wear their face mask over both nose and mouth?

Last time I went to the dentist, I noticed both the hygienist and the dental assistant were wearing their face masks over their mouths only, not their noses. This doesn't seem like good sterile procedure to me. I'm guessing that it's more comfortable not to cover their noses, but I don't understand why no one complains. Any advice on how to change the procedure without creating any bad feelings? For hygienic reasons, shouldn't health workers wear their face mask over both nose and mouth?
Believe it or not, we don't wear those masks to protect you from us. It is to protect us from you (So to speak). It is personal protective equipment for the assistant/hygientist/dentist, so that we don't get anything passed to us from patients.

The reason that many people pull the mask down, is that it is hard to breath under those masks, and pulling it down under our nose, helps us to breath better, plus it keeps our glasses from fogging.

You are just as likely, if not more likely, to get something passed to you in Walmart or at your job, than you are from them not having their nose covered.
